Puntos clave

Ukrainian officials say they have received no confirmation of the contracts, the location of the money, or its intended use.

Contexto

The United States defense budget for the 2026 fiscal year provided $400 million for the Ukraine Security Assistance Initiative, which covers orders and production of priority weapons by US defense companies for the Armed Forces of Ukraine. Another $400 million is planned for the initiative in the 2027 fiscal year. The Pentagon contracted nearly the full $400 million allocated by Congress on 30 September, one day before the end of the financial year. In April 2026, Mitch McConnell said the Pentagon had gone several months without concluding the relevant contracts and attributed the delay to Elbridge Colby, while also saying his committee had not given senators clear explanations. The United States previously threatened to suspend PURL shipments in response to Ukrainian strikes on Russian energy infrastructure, but did not carry out the threat and the program continued. Volodymyr Zelensky said Ukraine was still awaiting Pete Hegseth's approval for the transfer of additional interceptors.
