Por qué importa
The law reverses the suspension of competitive public-service hiring introduced after the start of the full-scale war and restores a merit-based selection process. The measure is part of Ukraine's public-administration reform commitments under the EU's Ukraine Facility, with Ukraine Facility funding linked to the completion of agreed indicators.
Qué ha ocurrido
On 26 October 2026, the Verjovna Rada adopted the law on restoring competitions for civil-service and local-government positions in second reading and in full, with 247 deputies voting in favour. Competitions for category A positions may be announced from the day the law enters into force, category B competitions may start one month later, and category C and local-government competitions may start two months later. The first stage covers territory controlled by Ukraine where fighting is not taking place.
The law provides priority for veterans and veteran women where candidates have equal qualifications or professional competence. It also introduces personnel and candidate reserves, adaptation periods for new employees, internal competitions for categories B and C, and career advancement after excellent annual evaluations. Contracts of up to three years may set out duties, performance indicators, remuneration terms and grounds for termination.
Integrity checks will apply to candidates for category A positions and to corruption-risk positions in categories B and C, with the government determining the relevant list and methodology. The commission selecting senior civil servants is expected to include representatives of parliament, the president, the government, the National Agency on Corruption Prevention, public-administration specialists and two civil-society representatives, one representing veterans' organisations. It will conduct category A competitions and submit no more than three candidates to the appointing authority.
Officials assigned without competition during martial law are covered by transition arrangements, and appointing authorities may decide to retain some category B and C officials. In areas where fighting is taking place, competitions may be restored no later than six months after hostilities end, and a person assigned without competition may remain in the post for no more than 12 months after that point.
